Request from Hokkaido to the national government for the establishment
of the new law
|
|
The Hokkaido Government made a request to the national government concerning
the enactment of the new Ainu law, in compliance with the wishes of the
Ainu Association of Hokkaido.
July 1984
- The Ainu Association of Hokkaido petitions the Governor and prefectural
assembly of Hokkaido for the enactment of the "Legislation concerning
the Ainu people."
August 1988
- The government and assembly of Hokkaido and the Ainu Association make a
request to the government for the enactment of the "Legislation concerning
the Ainu people."

Consideration by the national government
|
|
The national government began to consider the enactment of the legislation
in response to the request from Hokkaido.
Consideration was given to the realization (implementation)
of legislative and other measures based on the Report of the Experts Meeting
Concerning Ainu Affairs.
December 1989
- The Government Committee for Consideration of the New Ainu Law (consisting
of director-class officials of the government agencies concerned) is established.
March 1995
- The Experts Meeting Concerning Ainu Affairs (a private meeting of the Chief
Cabinet Secretary) is established.
April 1996
- A report is submitted by the Experts Meeting Concerning Ainu Affairs.
May 1996
- The Liaison Conference of the Ministries and Agencies Concerned on Ainu
Measures is established to ensure the realization of new legislative and
other measures based on the report of the Meeting.

Announcement and enactment of the law
|
|
May 1997
- The Law for the Promotion of the Ainu Culture and for the Dissemination
and Advocacy for the Traditions of the Ainu and the Ainu Culture is announced
on May 14.
July 1997
- The Law for the Promotion of the Ainu Culture and for the Dissemination
and Advocacy for the Traditions of the Ainu and the Ainu Culture is enacted
on July 1.

Establishment and designation of the Foundation
|

June 1997
- After the preparations for the establishment were made by the Hokkaido
Government, the Hokkaido Development Agency (present Ministry of Land,
Infrastructure and Transport) and the Ministry of Education (present Ministry
of Education, Culture, Sports, Science and Technology), which are administrative
agencies in charge of this matter, approve the establishment of the Foundation
for Research and Promotion of Ainu Culture on June 27, as a public service
corporation in accordance with Article 34 of the Civil Law. The Foundation
establishes its office in Sapporo, Hokkaido, on July 1, and Ainu Culture
Center in Tokyo on September 13 of the same year to begin the fulfillment
of its mission.
November 1997
- In accordance with the Law for the Promotion of the Ainu Culture and for
the Dissemination and Advocacy for the Traditions of the Ainu and the Ainu
Culture, the Foundation is designated by the Hokkaido Development Agency
(present Ministry of Land, Infrastructure and Transport) and the Ministry
of Education (present Ministry of Education, Culture, Sports, Science and
Technology) on November 26 as the sole corporation in the nation with the
authority to carry out the services provided in the law.
